When does the once a week decline matter reset?

Since the once a week decline restrictions entered into area, I just get a couple of things a week. What is the local time weekly the decline matter resets?

According to the official TF2 wiki :

The system resets each gamer's play cap every Thursday at about 00 :00 Greenwich Mean Time (GMT) .

This is approximate - there might not be a solitary, specific time for every person. Not every little thing released in the main tf2 wiki remains in itself main, though.
