just how can I stop leading - panel from overlapping window boundary in dualscreen setting?

I have a twin - screen arrangement with mu laptop computer screen as key and also my LCD screen as second positioned over the laptop computer screen. On my laptop computer screen I have a leading - panel on top of the screen and also docky near the bottom. When the LCD screen is off/disconnected, there is no worry when making best use of the window on the laptop computer screen, yet when it gets on, the leading - window boundary obtains concealed behind my leading - panel. Just how can I get it to just make best use of to the panel and also not listed below it? it is fairly aggravating that I can not reach the min/maximize/close window switches etc
