Debian: package updates in stable distribution

I am running Debian Wheezy, which is the existing secure Debian circulation. In my /etc/apt/sources.list, I have something like the following:

deb http://ftp.de.debian.org/debian wheezy main
deb http://ftp.de.debian.org/debian-security/ wheezy/updates main

When I run apt-get update and also apt-get upgrade, I would certainly anticipate that just protection updates will certainly be mounted. Nonetheless, I see that there are various other plans which intend to be upgraded, such as:

dpkg (1.16.10) -> (1.16.12)

could someone please clarify what is the debian upgrade plan? Why were these packaged upgraded? I was under the impact, that just protection concerns are being dealt with in secure circulation.
